As a courtesy to our SHPOA Members, we’re bringing you a summary the Stone Harbor Special Meeting as well as the October 6th, 2026 Borough Council Meeting.
Intended as summaries, these intentionally don’t have a lot of details and are not a substitute for the official Borough minutes.
Borough Council Special Meeting
At the September 29, 2026 Special Council Meeting, the council voted to adopt the following resolution:
•Resolution authorizing the termination of participation in the New Jersey State Health Benefits Program (SHBP) and authorizing submission of the required state resolution.
October 6, 2026 Borough Council Meeting
Work Session
Council Members presented committee reports and updates during the work session, including:
Stone Harbor Board of Education President Suzanne Walters introduced a presentation on the proposed $1.5 million roof restoration project that will appear as a referendum on the November ballot.
Administration and Finance
Councilmember Kenneth Biddick said the borough is about to hire a new chief financial officer, and the new property tax assessment program is on target.
Public Works
The September nor’easter created extra work at the beach and crossovers, but Councilmember Bob Ross said they have been restored. He also said crews are planting new cedar trees along the ballfields at 80th Street to replace the pine trees that were removed.
Engineer’s Report
Borough engineer Marc DeBlasio said the borough is eliminating outfalls at 111 and 114 Streets. He also said his staff has presented a new plan to the borough’s flood mitigation committee for review. The borough’s annual flood insurance information meeting, which is required for insurance rating, is scheduled for Wednesday, October 14th at 5:30 pm at Borough Hall.
Borough Administrator
Joe Clark reported that the beach replenishment scheduled for October 24 to November 15 may be delayed a few days due to the nor’easter. The company doing the work in Stone Harbor had been working in Avalon during the storm. He said the amount of sand is likely to stay the same but may be deposited in different locations due to the storm.
Regular Meeting
The prior meeting minutes included a special meeting on September 29th. At that meeting, the council passed resolution 2026-S-264 terminating the borough’s participation in the New Jersey State Health Benefits program.
At the regular meeting, the Council approved a number of resolutions on the consent calendar:
