As a courtesy to our SHPOA Members, we’re bringing you a summary of each Stone Harbor Work Session and Council Meeting. Intended as summaries, these intentionally don’t have a lot of details and are not a substitute for the official Borough minutes.
Work Session

Mayor Tim Carney opened the meeting pointing out that council’s first meeting in November will be on Monday, November 2 because Election Day falls on the regular Tuesday meeting date. He also reminded voters that the borough’s polling place will move from the fire department to the 82nd Street Recreation Center.

Council Members presented committee reports and updates during the work session, including:

Recreation Advisory Committee: Chairperson Bunny Parzych said a survey will be emailed to a sample of borough homeowners to gauge interest in developing Padel courts.

Natural Resources Committee: Councilmember Robin Casper said Gov. Mikie Sherrill will seek additional beach replenishment resources from the U.S. Army Corps of Engineers following the September Nor’easter. The Corps’ already planned replenishment is due to begin later in October and finish in mid-November.

Public Comment:  No members of the public came forward to address the mayor and council during the work session or the regular meeting.

Regular Meeting

Council introduced ordinances increasing escrow fees for variances from $1,200 to $2,000 when no site plan is required and from $2,000 to $2,800 with a site plan. Another ordinance would require a 20 percent set-aside for affordable housing at all multi-family developments. Currently, the set-aside is 15 percent for rental property and 20 percent for developments with units for sale.

Another ordinance was introduced to move $550,000 from the capital reserve to pay for repair remount ambulance chassis, to purchase a new front-end loader, and to replace the borough’s out-of-date security system.

Council passed several resolutions including:
•Resolution 20268-275 decreasing the cost to resurface the pickleball courts by $3,633.
•Resolution 20268-276 finalizing the borough’s contract with public works employees represented by the American Federation of State, County and Municipal Employees (AFSCME) Local 37791 for a term dating back to January 1, 2025, and continuing forward through December 31, 2028.
