As a courtesy to our SHPOA Members, we’re bringing you a summary of each Stone Harbor Work Session and Council Meeting. Intended as summaries, these intentionally don’t have a lot of details and are not a substitute for the official Borough minutes.

Work Session

Affordable Housing

Council heard a presentation on its state-mandated affordable housing requirement from attorney Nancy Holm. At least for now, Stone Harbor is not obligated to provide additional affordable housing units. However, if there are new developments, such as new housing construction, the allotment could change.

Public Safety

Councilmember Frank Dallahan reported that the Fire Department saw a 50 percent increase in responses over the same time last year. He noted that there were 145 parking tickets issued, which is down from 295 during the same period last year.

Recreation

The borough opened the 96th Street playground Memorial Day Weekend. Pickleball and bocce courts have been repaired and basketball courts are being fixed. Summer camps are underway.

New Borough Administrator

Mayor Tim Carney swore in Joseph Clark as the new borough administrator. Clark, an attorney with an undergraduate degree in psychology, most recently served as town manager in Howell Township, Monmouth County.

REGULAR MEETING

Council passed several resolutions and ordinances including the authorization of a jitney service as soon as Avalon completes its prep work. Stone Harbor has completed its work and the jitney would run through the two towns. Council also approved its affordable housing requirements, and settled a lawsuit brought by a former administrator, with the borough admitting no liability.
