As a courtesy to our SHPOA Members, we’re bringing you a summary of each Stone Harbor Work Session and Council Meeting. Intended as summaries, these intentionally don’t have a lot of details and are not a substitute for the official Borough minutes.

Work Session
Elected Council members and Mayor were sworn in. Council members Bunny Parzych and Frank Dallahan were sworn in following their successful re-elections. Tim Carney was sworn in as Mayor. In remarks, Carney thanked guests and residents. He listed three priorities for his term as mayor:
1) Restore the Borough’s financial health
2) Create stronger ordinances to limit development and preserve Stone Harbor’s charm,
3) Protect natural resources
He encouraged residents to join a group or committee that improves Stone Harbor.

New Council President and Committee Assignments
Council elected Jennifer Gensemer as Council President and Parzych as the Council’s Representative to the Planning Board. Council voted to approve the 2025 standing committees and members of the Go Green Committee, Recreation Advisory Committee, Shade Tree Committee, Bird Sanctuary Committee, and Zoning Board of Adjustments. The mayor announced his appointments to the Planning Board (committees and members are listed here).

Professional Contracts
The council approved all ten resolutions for professional services including those for external attorneys, the Municipal Engineer, consultants, and auditors. Council approved 35 resolutions, which are here, including the trash schedule, council meeting dates and municipal holidays, and a change order for the Third Avenue water main and sewage work, among others.

Temporary Borough Administrator Tabled, Flood Committee, and Meeting Time Change
Council tabled the resolution to appoint Arch Liston as the interim borough administrator and added an approved Resolution 2025-S-38 to authorize the creation/extension of the flood mitigation special committee. Carney noted during the comment period that, to increase transparency, Council will move work sessions from 4:30 pm to 5 pm, beginning on January 21st.

Public Comment
An Avalon resident asked for follow-up on an issue he raised in December 2024 about the need for roll off dumpsters to have better covers to prevent trash as they leave the island. Carney agreed to discuss the issue.
