Legislation Approved
Borrowing Authorization
Council approved Resolution 2025-S-178, authorizing the issuance of a bond anticipation note for $6.942 million to fund various infrastructure and recreational projects, during the meeting on July 1st. Cynthia Lindsay, Stone Harbor Borough’s chief financial officer, gave a detailed explanation of the financial challenges the borough is facing during the meeting’s working session, reporting that the Borough’s 2025 budget is balanced and in compliance with the spending cap. She explained that the capital projects selected for
authorization were those where the borough had already made a significant investment through engineering, permitting, or construction, and included projects that address flood mitigation coupled with road improvements and recreation.
The projects that may be supported by the funding include:
•88th-99th Streets – A flood mitigation and road replacement project – total cost: $8.4 million.
•80th-88th Streets – A flood mitigation and road replacement project – total cost: $9.6 million.
•Marina Boat Ramp replacement – total cost: $330 thousand.
•Storm Sewer Valve Replacements (10) – total cost: $1.1 million.
•121st Street Reconstruction, including sewer system reconstruction and road pavement – total cost: $800 thousand.
•111th–116th Streets storm water control – total cost of $7.3 million.
•105th Street from First Avenue to the beach replacement of terracotta piping – total cost: $309 thousand.
•82nd Street Recreation Area – resurface pickleball courts and installation of wind screens – $272 thousand.
•82nd Street Playground – Total cost: $1.5 million, less $750 thousand public space grant.
Lindsay added that the 2025 Budget authorized pay-as-you-go funding for IT upgrades for police and fire agencies and the borough’s time clock, roof replacement for the firehouse, and HVAC repairs for the borough hall, among other expenses.
Police Officer Promotions
The Council approved resolutions authorizing the promotion of Detective Sergeant Robert Walker to Police Captain and the appointment of Kyra Backman as a full-time officer, who will begin her service following her training. The officers were sworn in during the regular session, surrounded by their families and fellow officers.
Consent Agenda
Council approved a number of resolutions appearing on the consent calendar. The resolutions can be viewed here.
Resolutions to be Considered at the July 15 Council Meeting
The council advanced two ordinances, approving them for final consideration at the next borough council meeting concerning revisions to parking regulations. Ordinances 1686 and 1689 address additional borough employee parking areas and temporary parking for those doing business at Borough Hall.
